A Tale of Two Chiefs

image011image004Yesterday, Tasable Troublemaker Tino Delgato told us: Cincinnati has now hired TWO police chiefs from OUTSIDE the City. The sad part was Cincinnati had a qualified IN-HOUSE candidate better suited to the task (assistant chief Paul Humphries). The first chief they hired (Craig) couldn’t pass the Ohio State police exam and the second one (Blackwell) has failed to pass muster. Maybe it’s time to hire someone who knows the city. That would be MY 90 day plan. Go figure!!!

Yesterday, TINO DELGATO also pointed out the City’s best in-house candidate (Assistant Chief Paul Humphries) had just taken a job in Florida.  

AJ the Archivist reminded everybody at yesterday’s meeting of the Conservative Agenda to check some of the old copies of The Blower to see some of the things we wrote about Paul Humphries back in 2013.

image011image007On July 12, 2013, The Blower reported Interim Police Chief Paul Humphries got rid of the “4 star general” look and returned the agency’s rank insignia to an oak leaf for the position of assistant police chief.  All command officers thought the “star” look was ridiculous and was used to create a type of class warfare between James Craig’s administration and those associated with past administrations.

In fact, the overall belief in the department is that the past 18-24 months had been spent mostly on worrying about such things as what new uniform the PD will wear rather than focusing on crime and related matters.  Hence, the recent surge in violent crime which has seen the number of shootings in the city soar higher than it has been during the past eight years.

One commander opined that under Craig’s administration, the CPD lost all the progress it had made during the previous ten years in terms of declining crime rates. Since Craig has left, the agency is re-instituting time-tested, evidence-based and intelligence-led policing strategies to address the current surge in violent crime.

Humphries is a very good leader and has the stones to run the agency the right way!

image011image009On September 4, 2013, The Blower reported Cincinnati cops who deserve a real leader this time said “We sure hope Cincinnati City Mangler Dough Boy Honey makes a better decision on Cincinnati’s new police chief than he did on the last one, and on parking and streetcars.” The Fishwrap’s “Qualities to look for in city’s next police chief” sounds like they’re describing Paul Humphries as the very best candidate for the next police chief in Cincinnati!  He played a very important role in helping to develop and implement the qualities described in the editorial. 

image011On September 11, 2013, The Blower reported Cincinnati Clown-cilman P.G. Sitt-‘n-Spin became The Fishwrap’s designated whiner over the public’s being left out of the search for the next police chief, after the list of 30 candidates was cut down to Interim Chief Paul Humphries, along with Jeffrey Blackwell, Michael Dvorak, and Jerry Speziale.

P.G. Sittenfeld now wants the finalists to take part in a televised town hall meeting (that he would be only too happy to moderate during his re-election campaign) so residents could ask questions and hear from the candidates themselves.

In a real suck-up letter to Milton Dough Boy Honey, PG lauded the Cincinnati City Mangler for the “diversity of his screening process,” but where PG really lost our vote was where he complimented Dough Boy Honey for bringing Cincinnati’s Disgraced Former Fourteen-Star Police Chief James Craig to Cincinnati.

image011image011On September 11, 2013, The Blower reported Cincinnati’s Disgraced Dainty DemocRAT Ex-Mayor Mark Mallory’s City Mangler Milton Dough Boy Honey, got a second opportunity to hire an effective police chief after bringing Disgraced Former Fourteen-Star Police Chief James Craig to Cincinnati from Los Angeles by way of Portland, Maine on his way to his home town of Detroit, and he’s now made his choice  And it’s Jeffrey Blackwell. Oh goody, now we can claim both our Fire Chief and our Police Chief are former assistant chiefs from Columbus!

Someone needs to help us understand this decision. Interim Chief Paul Humphries was selected last year to be the Deputy Chief which means he was trusted to be the acting police chief whenever the current chief is absent or leaves for greener pastures, i.e. Craig to Detroit. Humphries has a proven track record here in our police department and has the full support of the entire police department.  Humphries has been schooled locally, teaches criminal justice courses at the collegiate level at UC, has a great working relationship with all stakeholders in the city, and is considered an excellent candidate for police chief.  Humphries has all the qualifications, knows all the systems, is familiar with the entire organization, the entire business community, the political leaders, the issues, the past, the present, and the future needs of the organization, plus 26 years of experience within the CPD therefore, we pick someone we hope will be able to navigate his learning curve quickly so he can get up to speed and lead the police department at some point in the future.  WTF!

The CPD has been without effective leadership for 2+ years and we fix it by selecting a unknown candidate we hope will be a good leader. One question, was race an expressed qualification for the office of police chief or is there a better explanation for this choice?


image020So today with the news that Assistant Chief Paul Humphries has taken a job in Florida,
Tino Delgato says “I feel bad for Paul Humphries as he chose to retire at age 53 and is moving to Florida to take a nice job heading up security for Coca Cola. He will not miss the Cincinnati Mess and the Ohio income tax,” but The Blower wants to know…what took him so long?
