Because It Looks Like It Will Just Be More Of The Same
The Countdown Machine at the lower right hand corner of the Whistleblower Web Page is now clicking away the hours, minutes, and seconds until the new extended deadline for everybody to find out what’s in Cincinnati Affirmative Action Police Chief Jeffrey Blackwell Dumbed-Down “90-Day Violence Reduction Plan” for Obama’s Long Hot Racially Divided Summer that was approved by Cincinnati Mayor John Cranley’s City Mangler “Baltimore Harry” Black.
In reality, these types of operational plans would never be released by this or any other American police agency. Operational plans are generally not considered to be “public records” and therefore, not subject to FOIA requests.
A synopsis or general overview of the plan might be made available however, it will not contain any specific information about operational activities. You might see generalized statements such as, 100 officers transferred to uniform patrol duty; more walking patrols blah, blah, blah; concentration on high-crime areas, yada, yada, yada.
Those who profess, “What a great plan,” will be simply be acknowledging they don’t have a clue about what’s being designed and/or what’s going to be “operationalized.” However, providing a public display of support for the Chief’s plan will provide them some cover from any accusation of being a racist if and when it comes time for the City to cut ties with Blackwell.

CPD’s Black Sentinels are now called for Dumbing Down the Testing Procedures, so that even Disgraced Former Fourteen Star Police Chief James Craig might’ve even been willing to take his Police Chief Exam. 
What a great idea. More minorities and women in the upper ranks of the police department will surely cause all of the City’s poor misunderstood Black Yoofs to stop slaughtering each other. Could somebody please tell us where this has ever worked? Hey, Cranley, you might ask your City Mangler “Baltimore Harry” Black how successful that was where he just came from. Your Hug-a-Thug plan is just about what we should’ve expected in your Dumbed Down DemocRAT-Controlled City.
